Quantum Technologies hold great economic potential. That is why it is in Europe\u2019s interest to secure a leading position in\u00a0their development and industrial application.<\/span><\/p>\n

The\u00a0French German Dialogue of Quantum Technology Players\u00a0on September 23,\u00a02025\u00a0in Paris and Massy (France),\u00a0was organized by\u00a0the\u00a0Quantum Technology and Application Consortium\u00a0(QUTAC), Le lab\u00a0Quantique,\u00a0Quandela, CEA,\u00a0Fraunhofer, with support\u00a0from\u00a0the French embassy in Germany and the German embassy in France.\u00a0The\u00a0dialogue\u00a0brought\u00a0together more than 60\u00a0experts, managers and decision-makers from innovation, corporates, research and public authorities from France and Germany.<\/span><\/p>\n

Following the dialogue, participants\u00a0identified\u00a0the following key\u00a0challenges\u00a0for\u00a0building\u00a0Europe\u2019s quantum future:<\/span><\/p>\n

    \n
  1. Use Cases:<\/span><\/b>\u00a0A\u00a0concrete, industry-driven pipeline of end-to-end use cases\u00a0should be developed, aligned with realistic expectations and a clear definition of\u00a0what constitutes a\u00a0\u201cquantum advantage\u201d.<\/span><\/li>\n
  2. Success Stories:<\/span><\/b>\u00a0Successful\u00a0examples\u00a0that\u00a0translate\u00a0scientific achievements into\u00a0businesses\u00a0cases\u00a0with tangible\u00a0return on investment\u00a0and operational impact\u00a0should act\u00a0as references across sectors.<\/span><\/li>\n
  3. Benchmarking and\u00a0management\u00a0of expectations:<\/span><\/b>\u00a0A focus should be given to benchmarking\u00a0our\u00a0progress toward error-corrected and\u00a0fault-tolerant systems.\u00a0These will\u00a0determine\u00a0the long-term viability and sovereignty of European quantum technologies.<\/span><\/li>\n
  4. European champions:<\/span><\/b>\u00a0Champions at the European level\u00a0should\u00a0be\u00a0nurtured to\u00a0build\u00a0scale and reduce\u00a0fragmentation, all\u00a0while connecting national strengths,\u00a0particularly\u00a0in strategic domains.<\/span><\/li>\n
  5. Trust\u00a0\/\u00a0Intellectual Property:<\/span><\/b> Intellectual property rules in both countries should be clarified and harmonized, while patents should continue to be incentivized.<\/span><\/li>\n
  6. European strategies:<\/span><\/b>\u00a0Joint roadmaps and funding strategies\u00a0should be developed\u00a0across countries\u00a0to\u00a0avoid duplicating\u00a0efforts and promote shared projects with long-term impact.<\/span><\/li>\n
  7. Funding:<\/span><\/b> Investment funds\u00a0and\u00a0private capital\u00a0should be\u00a0mobilised\u00a0to stimulate\u00a0industrial\u00a0co-development and adoption of quantum solutions.\u00a0Public funding programs should\u00a0expand,\u00a0and public authorities and funding agencies\u00a0should\u00a0streamline\u00a0cross-border funding through a single-entry point.<\/span><\/li>\n
  8. Talents:<\/span><\/b>\u00a0Talent training should be\u00a0prioritised, for example by developing shared talent platforms and joint doctoral schools\u00a0and\u00a0study schemes.<\/span><\/li>\n
  9. Gathering of ecosystems\u00a0among France and Germany:<\/span><\/b>\u00a0Creative formats of collaboration across countries\u00a0should be developed, such as\u00a0cross invitations\u00a0at meetings, events, technology fairs, dedicated learning expeditions,\u00a0and others.<\/span><\/li>\n
  10. Dialogue governance:<\/span><\/b>\u00a0The Franco-German dialogue of quantum technology players should be followed up and expanded.\u00a0Governance mechanisms\u00a0should be supported jointly by France and Germany to ensure continuity, coordination, accountability, alignment with national strategies\u00a0and\u00a0dissemination of results and increased impact.<\/span><\/li>\n<\/ol>\n
